TWILIGHT LEAGUE
GUIDELINES AND BYLAWS
2011
1. INTRODUCTION: The Limestone Country Club Twilight League consists of 2-person teams. The league teams meet each week for ten weeks and play a nine hole match. The primary purpose of this league is to provide an opportunity for its members to enjoy a round of golf each week in a fun and friendly environment where they can meet and compete with old friends and hopefully make some new friends. Another objective of the league will be to raise funds to improve the golf course and enhance the golf experience at Limestone Country Club.
2. LEAGUE OFFICERS AND RULES COMMITTEE: The league officers shall consist of the President, Vice-President and Secretary/Treasurer. The spring meeting shall be held at least two weeks prior to the start of the season and the fall meeting will be held prior to the meal at the league banquet after the playoffs.
2.1 The rules committee shall consist of five (5) members to include the league president, the league vice-president, two (2) representatives elected from the general membership and a representative from the Country Club. Three (3) members of the rules committee shall constitute a quorum.
2.2 The league president shall be responsible for overseeing all league business and operations.
2.3 The league vice-president shall be responsible for assisting the president in all league business and operations and represent the president in the event of his/her absence.
2.4 The league secretary/treasurer shall be responsible for keeping a detailed and accurate accounting of all revenues and expenditures pertaining to the league finances. They will be responsible for providing a detailed income statement at all meetings. In addition, they will also be responsible for keeping minutes and maintaining all records for the league.
2.5 The league webmaster shall be responsible for maintaining and updating the league/club website to include the timely and accurate posting of league scores and any news and information pertaining to the league/club.
2.6 At the spring meeting the league members shall submit ideas for and vote on the disbursement of any surplus funds to improve the golf course and enhance the golf experience as stated in the introduction.
3. MEMBER QUALIFICATIONS: Members of the league must be members of Limestone Country Club in good standing or hold a valid LCC punch pass. League members must have an established GHIN handicap. New league members must obtain a GHIN handicap. If no valid handicap is available at the start of league play refer to Rule 6.3. League members shall abide by all League, Club and USGA Rules.
4. LEAGUE DUES: League dues will provide for administration
costs, prize pools, and a league banquet at the end of the season.
4.1 League dues are required prior to the start of league play. Members may pay their dues in two payments if they wish. Any dues not paid prior to the 3rd week of league will incur a penalty of two handicap strokes per week until dues are paid. Any points lost as a result of any handicap penalties will not be restored.
4.2 The 2011 season dues will total $40.00 per person.
5. LEAGUE PLAY: The match will be a combination of medal (stroke) play and match play.
5.1 All teams will be responsible to schedule a tee time with their opponent each week. The golf course will be reserved from 2pm – 6pm on the designated day for league play each week. All matches will be played from designated tees each week. Odd numbered weeks on the schedule (1, 3, 5, 7, and 9) will be played from the white/red tees. Even numbered weeks on the schedule (2, 4, 6, 8, and 10) will be played from the blue/yellow tees. The tee designation will be placed on each weeks score card and on the bulletin board at the club house.
5.2 If the league consists of 19 teams or more the league will be divided into two flights. The combined handicap of each team will determine the flight assignment. The lowest fifty (50)% (+/-) handicap will form Flight A. The highest fifty (50) % (+/-) handicap will form Flight B. If there are an odd number of teams the middle team will be assigned to the flight closest to their combined handicap.
5.3 Handicaps will determine your opponent from the team you're scheduled to play. The lower handicap players from each team will compete and the higher handicap players from each team will compete.
5.4 The league scoring will be based on an eight (8) point system. Each player will be awarded one (1) point for attendance, (a total of two (2) team points possible). One (1) point will be awarded for individual medal (stroke) play (a total of two (2) team points possible). One (1) point will be award for individual match play (a total of two (2) team points possible). One (1) point will be awarded for team medal play. One (1) point will be awarded for team match play. The maximum number of points available to one team in a match is eight (8).
5.5 Maximum Score: The Four Stroke Rule - The maximum score on any hole is 4 over par. A player may pick up on any hole and take a 4 over par score. If two opposing players take the maximum score on the hole same and pick up, then the points on that hole are halved, regardless if one opponent is getting or receiving strokes on that hole. If only one player picks up then the hole is conceded regardless of the opponents score or handicap on that particular hole.
5.6 Playoffs will be a single elimination tournament consisting of the top fifty (50) % of the teams from each flight. A bracket will be formed for each flight.
Payoffs brackets will be constructed as follows:
- 1st Round - 1st Place vs. 4th Place, 2nd Place vs. 3rd Place.
-2nd Round - Winner of 1st vs. 4th will play winner of 2nd vs. 3rd.
-Championship Round – Winners of round two from each flight will play to determine 1st and 2nd place, losers of round 2 from each flight will play to determine 3rd and 4th place.
5.7 Resolving Ties: If any playoff results in a tie the winner will be determined by sudden death playoff. The format for sudden death will be match play with handicap strokes allotted where they normally fall. The first team to gain a positive hole count will be declared the winner. The hole count will be determined after all players have completed the hole. For example, if player 1A lost a hole to player 1B and player 2A wins a hole from player 2B the hole count is zero and the playoff continues. If player 1A wins the next hole and player 2A ties player 2B, team A would have a + 1 hole count and will win the playoff.
5.8 The 1st place team in each flight at the end regular season play will be paid out. If there is a tie for first in either flight, the prize for the respective flight will be divided equally among those teams that tie. The top 8 teams in tournament play will be paid out. Prizes for 5th - 8th place teams in the tournament will be equal. The prize pool will be announced after determining the number of teams that participate in any given year.
6. HANDICAPS and ADJUSTED SCORE
6.1 The league will use each member’s current GHIN handicap. Any member without a current GHIN handicap will be required to obtain a valid GHIN handicap. Until such time, their handicap will be adjusted according to Rule 6.3.
6.2 Full handicaps will be used with handicap strokes awarded on corresponding handicap holes, with a maximum of one stroke per hole.
6.3 Scores Used for Handicap Purposes:
Week 1 and Week 2: A league member’s handicap will be the current GHIN handicap. Members without a current GHIN handicap will use the 70% RULE: Score, Minus Par, Multiplied by 70% for each round played. (Fractions are rounded up)
Week 3: Use players adjusted scores from the first 2 weeks of play. If a player has less than two rounds then continue to use last years ending handicap or the 70% rule.
Subsequent Weeks: Discard the player’s highest round and lowest round, average the players remaining rounds and apply the 70% rule.
6.4 League scores will be compared to GHIN handicaps. If league scores are consistently better than GHIN handicaps adjustments to handicaps for league purposes will be made as determined by the Rules Committee.
7. LOCAL RULES:
7.1 The ball will be played down unless winter rules are specified to be in affect by the rules committee.
7.2 Winter Rules: Player may take an improved lie in his own fairway and only in his own fairway until the Rules Committee deem the course fit to play the ball down. Once the course is deemed fit, the ball will be played down for the remainder of the season unless the weekly scorecards note otherwise.
7.3 Improved lie rule: If your ball is in your own fairway and rests in a divot or ground that may be considered under repair, even if it is not properly marked, or in an “unfair” lie in a bunker, you may, after notifying and receiving permission from your opponent without penalty take a drop at the nearest point of relief, no closer to the hole. A ball in a bunker must be dropped in a bunker. If permission is not granted the ball must be played where it lies.
7.4 No putts for par or better may be conceded.
7.5 “The Options Rule”: Lost Ball / Unplayable Lie / Out of Bounds / Wooded Areas /Any Hazard
PENALTY: ADD 2 STROKES and use one of the following
4 options…
Option 1: If ball is deemed lost, drop 2 club lengths from the ball or point of
entry, no closer to the hole.
Option 2: Keep yourself between the point of entry and Your Previous Shot and
drop on this line, no closer to the hole, back as far as you want.
(Note :) As per USGA Rules you may:
After declaring, hit a provisional ball. If original ball is lost you may use the provisional ball and add one stroke. If the original ball is lost and a provisional ball has been put in play the provisional must be used and one stroke added to your score. If the provisional is also lost you may refer to the options rule.
Drop and re-hit from the same place as your previous shot at and add 1 stroke at anytime from anywhere on the course.
Keep the point of entry between yourself and the Flag and drop on this line, no closer to the hole, back as far as you want and add one stroke.
Definitions:
Point of Entry: The last point where the ball crossed playable golf
course – before becoming unplayable, OB, lost, or in a hazard or wooded area. If
the shot never crosses playable golf course then take a 1 stroke penalty and
re-hit from the same spot.
Unplayable Lie: A player at any time can declare his ball unplayable and use any of the mentioned options.
7.6 If there are any rules disputes during a match a provisional ball can be played through the hole in addition to the original ball(s) and the rules committee will make a decision. Committee decisions are final.
8. MAKE-UP MATCHES: Make up matches may be played in advance of any scheduled match. There is no penalty for playing a match in advance. Make up matches MUST be completed before next scheduled league play. If the match is not completed by the next scheduled league play the team who originally canceled will forfeit the match. The opposing team will be awarded 8 points. Teams may play with one player if every effort has been made to obtain a sub or make up the match in the allotted time. If one player plays the match the absent player will forfeit their side of the match. In the case of an emergency, players may contact any league officer before the scheduled match and every effort will be made to accommodate both teams.
9. SUBSTITUTE RULE: The names of substitutes will be posted on
the league bulletin board in the clubhouse and on the website. It shall be the
responsibility of the individuals needing a sub to find one. Please do not
expect clubhouse personnel to find substitutes for you. Use of a substitute will
result in forfeiture of 1 point for attendance from the absent player.
9.1 Sub Qualifications: Subs must carry a
valid GHIN handicap. Subs cannot be a member of any team on the twilight team
rosters. Subs are not required to be a member of Limestone Country Club but
will be expected to pay any green/cart fees that apply.
10. RAIN / LIGHTNING: If lightning
is present, you are to immediately take the standard precautions prescribed for
this condition. Rain outs will be determined by the club pro or his
representative. Take cover (return to clubhouse) when the course warning horn
sounds during a round. You will be notified if the round is being postponed or
canceled.
11. DISPUTES / RULES COMMITTEE
DECISIONS: The rules committee can make league and local rules pertaining
to league play at anytime including, but not limited to, matters which affect
points, standings, rules interpretation, etc. All league disputes, violations
and penalties are subject to review by the Rules Committee. The committee may
consult any outside party including but not limited to the parties involved, any
witnesses and/or the golf course head professional. Decisions made by the Rules
Committee are final. Major changes in league structure require a vote of the
league members.
